IPA(情報処理推進機構)とアイルランドの研究機関IVIがIT企業経営・人材育成に関して相互協力協定を結ぶ

～アイルランド大使館で調印式とレセプション開催～

4月19日（火曜日）夕刻、アイルランド大使館において、IVIとIPAがIT関連の企業経営と人材育成について協力関係を結ぶために相互協力協定に関する覚書の調印式を執り行いました。

IPAは経済産業省が所管する独立行政法人として、安全で快適なIT社会を実現することをミッションとしています。また、優秀なIT人材の活躍により経済を活性化するために、IT人材育成をそのミッションの１つとしています。このための1つの施策として、IPAは以前より「iCD（i Competency Dictionary）」という組織や人材の育成を行うための辞書を開発しています。

IVIはアイルランド国立Maynooth校とインテルが共同設立した研究・教育機関で、ビジネスに貢献できるITという視点に重点を置き、IT経営者層が直面する様々な問題に対処するためのフレームワークとして「IT能力成熟度フレームワーク（IT-CMF）」を開発し、これを推進しています。

両者はiCDとIT-CMFを相互に参照して連携し、情報を交換しあうことにより、IT経営者層から開発現場まで使用できる辞書とフレームワークをそれぞれ追加開発することを目的に当協定をむすびました。今後はIPAの調査役林口英治氏とIVIのGeneral Manager Mr. Martin Delaneyを窓口とし、活発な交流を行う予定です。

調印は駐日アイルランド大使Anne Barringtonの見守る中、IVIからはMr. Martin Delaney、IPAからは理事長の富田達夫氏の両名によって執り行われました。調印後は、IPAの調査役遠藤修氏の「スロンチェ（ゲール語で「健康を祈念して」）」の乾杯の音頭により懇親会が開催され、参加者はアイリッシュウイスキーやワインを片手に歓談を楽しみました。

会場にはIPA、IVIの他に、インテル、日立、NTTデータ、東京工業大学など、産学様々な組織から関係者が集い、親交を深めました。

日本とアイルランドは資源の少ない島国としての共通点をもち、ともに技術立国として発展してきました。両国の協力関係強化はそれぞれの国にとって大きな恩恵をもたらすものと期待されています。

IVI  (Innovation Value Institute）：アイルランド国立大学Maynooth校とインテル・コーポレーションが共同で設立したテクノロジーに関する非営利の研究機関。

IT-CMF（IT Capability Maturity Framework）：ITがビジネスに貢献するという観点に重きを置き、主にCIOやITの意思決定者を対象に、企業・組織のIT能力成熟度を測定・改善するためのフレームワーク。

IPA (Information-technology Promotion Agency of Japan) and IVI Ireland concluded a mutual cooperation agreements focusing on IT-based enterprise management and human resource development
- The signing ceremony and the reception were held in the Irish Embassy -  

A signing ceremony of mutual cooperation agreement was held at the Irish Embassy on Tuesday April 19th in the presence of the Irish Ambassador to Japan. This event marks the commitment of both IVI and IPA to cooperate and collaborate on IT related enterprise management and human resource development.

IPA, an agency under METI administration, focuses on realising a safe and comfortable IT society as IPA also aims to stimulate the economy through IT human resource development and the promotion of excellence in IT talent. To this end IPA has developed a dictionary to develop organizations and talented persons called “iCD (i competency dictionary)”.

IVI (Innovation Value Institute) is a research and educational institute established jointly by the National University of Ireland Maynooth and Intel Corporation. IVI focuses on how IT that can contribute to business and has developed an “IT Capability Maturity Framework (IT-CMF)” to deal with a broad range of IT executive challenges.

Both parties developed this agreement to further develop the dictionary (iCD) and the framework (IT CMF) in order to support IT Executives and IT Professionals. Going forward both parties are going to perform active exchanges led by Mr. Eiji Hayashiguchi, IPA HRD Initiative Center Chief Adviser and Mr. Martin Delaney, IVI General Manager.

The signing was performed by Mr. Martin Delaney and Dr. Tatsuo Tomita, IPA Chairman in the presence of Anne Barrington, Ambassador of Ireland to Japan. A reception followed with the tradition Irish toast of  = “Sláinte (for your health)” made by Mr. Osamu Endo, IPA HRD Initiative Center Chief Adviser and attendances enjoyed chatting drinking beverages such as Irish whiskey and wine. 

In addition to IPA and IVI attendees, executive representatives from various industries and academic organizations including, Intel, HITACHI, NTT Data, Tokyo Institute of Technology, Signaxyz, BCG, OGIS RI, Takeda Pharmaceutical and JT, and the Irish Trade Board Enterprise Ireland were present and had an opportunity for further networking

Japan and Ireland share many common characteristics as islands with few natural resources and have evolved as technology-driven nations. This closer collaborative relationship is expected to bring positive and tangible benefits to both countries.
