saferay、日本の別府近郊に27MW太陽光発電所を完成
saferayはこのたび大分県別府市で、自然エネルギーである出力27メガワットの太陽光発電所を竣工いたしました。本事業は、弊社にとって日本における７番目の実用規模太陽光発電所で、その中でも最大規模の太陽光発電所となります。この事業の完成により、弊社の日本における太陽光発電所出力容量の合計は80メガワットに達しました。弊社はさらに出力容量の合計が100メガワットに相当する太陽光発電所を建設中であります。
この別府太陽光発電所は一般家庭5,000世帯に当たる電力を発電し、年間約24,000トンの二酸化炭素を削減するとともに地球温暖化防止に寄与することになります。
本事業は、大分県宇佐市に拠点を置く有限会社辻田建機と共同で開発したもので、90年代初めに閉鎖された娯楽施設の志高ユートピア跡地を利用をしています。弊社グループ代表取締役社長のトーマス・グネフコウは2013年に初めて現場に足を踏み入れた当時の事を「廃墟となった巨大な宿泊施設をはじめ、壊れた小屋、瓦礫、不法投棄のごみ等で目に余るほどだった」と言います。今回の事業にて施設の残骸はすべて撤去しました。奥別府の美しい森林を残し、発電所がその中に溶け込むよう設計に腐心しました。また、太陽光発電所は自然の地形に沿うように設置しています。
建設期間の６カ月にわたり、作業員３００人以上を動員して、世界での経験を活かしながら土木工事、自然水流調整システム、または流速抑制、貯留自然排水システム導入等のＩＣＴ（情報通信技術）を駆使した造成工事を行い太陽光発電パネルおよび周辺基材の設置工事をし、太陽光発電所の建設を行いました。
別府地域の一員として、また、再生可能エネルギーの利点をさらに知ってもらうために、弊社は立命館アジア太平洋大学（APU）や資源循環管理・国際プログラム（IMAT）の学生向けにワークショップも提供してきました。講義では、太陽光が科学、地域、環境、自治体や国の経済に与える影響などを扱っています。受講者が作成した本事業の影響評価の結果は、発電所北西端を通る九州オルレの道に沿って建設される展望デッキに展示予定です。
トーマス・グネフコウは「協力会社や地元住民の皆様の心強い支援のもと、幾多の課題を乗り越えることができ深く感謝するとともに、太陽光発電所をこの地域に建設したことによって、自然エネルギーを利用して、より多くの家庭に環境に優しい方法で電力を供給することができるようになると心から信じています。」と述べています。
本事業のプロジェクトファイナンスは、北ドイツ州立銀行（Norddeutsche Landesbank）シンガポール支店に幹事金融機関となっていただきました。日本において弊社が同行とプロジェクトファイナンスを行うのは別府太陽光発電所で２回目となりました。

saferay completes 27MW Photovoltaic power plant near Beppu, Japan
saferay has completed a 27 MW photovoltaic power plant that utilizes natural energy in Beppu, Oita prefecture. The project is saferay’s seventh utility-scale PV installation, and so far its largest, bringing the total installed power of saferay’s photovoltaic power plants in Japan to 80 MW. Further 100 MW worth of photovoltaic projects are under construction.
The Beppu plant generates power equivalent to the power used in 5,000 standard Japanese households and offsets roughly 24,000 tons of CO2 per year to contribute to prevent global warming.
The project was developed in cooperation with Yugen Kaisha Tsujita Kenki based in Usa, Oita, and utilizes the former Shidaka Utopia amusement park, which went out of business in the early nineties. “When we first set foot onto the site in 2013, we found an eyesore of crumbled huts, debris and waste, including a massive, derelict hotel complex”, explains Dr. Thomas Gnefkow, Managing Director of saferay Group “All left-overs of the amusement park were removed during this project. We made an effort to keep and integrate into the plant design the beautiful, forested hinterland of Beppu and let the PV installation follow the natural topology.”
During the 6 months construction period, saferay brought together a team of over 300 construction workers to conduct civil works (utilizing ICT information and communication technology) such as earth works, drainage works, establishment of automatic water flow control system or flow speed control system and natural drainage system for retained water, and installed photovoltaic panels and their accessories using global best practices.
As a member of the Beppu community, and with the interest of creating further awareness of the merits of renewable energy, saferay provided workshops to students from Ritsumeikan Asia Pacific University (APU) and the IMAT Master’s Programme. The lectures include the science of solar power and the benefits to the community, the environment, and the local/national economy. The participants created an impact study of the Beppu plant whose results will be on display at an observation deck along the Kyushu Olle trail on the site’s north-western perimeter.
Dr Thomas Gnefkow explains that “We managed to overcome many challenges with great support from all saferay partners and the local community and we are sincerely thankful for that. We ultimately believe that the objective of building solar in the region is to harness natural energy and supply electricity to even more homes in an environmentally friendly manner.”
Norddeutsche Landesbank Singapore acted as Lead Arranger for the project financing. The Beppu PV plant is saferay’s second project financed by Nord/LB in Japan.
