Shisa.AI、AIを悪用した詐欺・フェイク対策に向けた国連関連のグローバルイニシアチブに参画

Shisa株式会社(東京都港区、以下 Shisa.AI)は、Behavioral AI Labが主導する国際イニシアチブ「Global Partnership for Detecting and Preventing AI-Enabled Manipulation and Scams」に、Shisa.AIの研究チームが参画したことをお知らせします。
Shisa.AIは本イニシアチブにおける主要技術貢献企業として、技術開発を担います。
今回の取り組みは、Behavioral AI Lab(創設者:Tomomi Tanaka)が主導し、国連「UN Global Dialogue on AI Governance」Registry of Initiativesにも正式に登録されています。

Behavioral AI Labの創設者として、行動経済学とAIを統合した意思決定設計に取り組むとともに、グローバルに展開する行動経済学コンサルティング会社BEworksの日本代表として、企業および公共分野における行動経済学の実務応用を推進。
近畿大学客員教授も務める。
本イニシアチブでは、現在の生成AIにおける重要なセキュリティ課題である、多言語化が進む詐欺・フェイクへの対策を目的としています。
従来の詐欺検知システムの多くは、あらかじめ設定されたルールやキーワードリスト、個々のメッセージの分析に依存しています。
しかし、こうした手法では、ロマンス詐欺やなりすまし詐欺など、長期間にわたるやり取りの中で展開されるパーソナライズされた多言語詐欺への対応が困難です。
そこで、本イニシアチブでは、最新の言語モデルや分類モデルの学習・活用を通じて、言語をまたいだ文脈上のパターンを特定し、より早期かつ信頼性の高い詐欺検知の実現を目指します。
Shisa.AIは、データセット開発、モデルの学習およびポストトレーニング、評価手法の設計・実装までを一貫して担う技術力を有しています。
多言語モデルに関する豊富な専門知識に加え、近年取り組んでいるモデルセーフティ、バイアス低減、アライメントに関する知見を活かし、AI分野の技術開発を主導してまいります。
本パートナーシップは、これまでに実施されてきた数百件の暗号資産ロマンス詐欺事例に含まれる数万件の詐欺メッセージを対象とした研究をさらに発展・拡大するものです。
また、プロジェクトの活動期間を通じて、Trust & Safetyチーム、AI開発者、消費者保護機関などが世界各地で活用できる以下5つのオープンソース成果物を提供する予定です。
1.Behavioral Manipulation Taxonomy v1 および実装ガイダンス(公開予定:2026年第4四半期)
2.多言語行動リスクデータセットおよび評価ベンチマーク(公開予定:2027年第2四半期)
3.詐欺防止のためのSafety by Designフレームワーク(公開予定:2027年第2四半期)
4.少なくとも3か国での参加型能力構築ワークショップ(実施予定:2027年6月)
5.少なくとも3つのグローバルパートナー組織とのパイロット実装(実施予定:2027年6月)

Shisa.AI Joins UN’s Global Initiative to Combat AI-Enabled Scams and Deception

TOKYO, JAPAN — Shisa.AI‘s research team has joined the Global Partnership for Detecting and Preventing AI-Enabled Manipulation and Scams, an international initiative led by the Behavioral AI Lab and formally recognized under the UN Global Dialogue on AI Governance Registry of Initiatives.Shisa.AI will serve as the project’s primary technical contributor.

Tanaka Tomomi
As the founder of Behavioral AI Lab, she works on decision-making design that integrates behavioral economics and AI. She also serves as Japan Country Manager at BEworks, a global behavioral economics consulting firm, where she promotes the practical application of behavioral economics across the private and public sectors. She is also a Visiting Professor at Kindai University.
Most traditional scam detection systems rely on fixed rules, keyword lists, and analysis of individual messages. These approaches are poorly suited to a new generation of personalized, multilingual scams such as romance fraud and impersonation scams that unfold over extended conversations. This initiative will train and apply modern language models and classifiers to identify these contextual patterns across languages, with the goal of enabling earlier and more reliable detection.
At Shisa.AI, we bring end-to-end technical capabilities spanning dataset development, model training and post-training, and evaluation design and implementation. Our deep expertise with multilingual models, combined with our recent work in model safety, debiasing, and alignment make us particularly well-suited to lead the project’s AI-focused technical development.
The partnership scales up existing research analyzing tens of thousands of scammer messages across hundreds of documented cryptocurrency romance scam cases. Over its active timeline, the project will deliver five open-source resources designed for Trust & Safety teams, AI developers, and consumer protection agencies worldwide:
1.Behavioral Manipulation Taxonomy v1 & Implementation Guidance (Target: Q4 2026)
2.Multilingual Behavioral-Risk Datasets & Evaluation Benchmarks (Target: Q2 2027)
3.Safety by Design Framework for Deception Prevention (Target: Q2 2027)
4.Interactive Capacity-Building Workshops across at least three countries (Target: June 2027)
5.Pilot Implementations with at least three global partner organizations (Target: June 2027)
