Customer Cloud Selected for Japan Government’s “Government AI” Program
Domestic LLM to be Tested on the Digital Agency’s Shared AI Platform GENNAI

Customer Cloud Corp. (Headquarters: Shibuya, Tokyo; CEO: Hiroshi Kinoshita) announced that its proprietary large language model (LLM) has been selected for trial use under the Japanese government’s “Government AI” initiative, led by Japan’s Digital Agency.
The model will be evaluated within the government’s shared generative AI platform GENNAI, where it will be tested for real-world use in administrative operations.
About the Government AI Initiative
Japan is currently facing serious structural challenges, including a declining population and rapid aging of society, which are placing increasing pressure on the public administration workforce.
To maintain and improve public services under these conditions, the Japanese government has begun promoting the “Government AI” initiative, which aims to actively introduce AI technologies—including generative AI—into government operations.
The goal is for the government itself to become the starting point for the societal implementation of AI, improving administrative efficiency while enabling more advanced policy development.
To support this effort, the Digital Agency has built GENNAI, a shared generative AI platform designed to allow government officials to safely utilize AI technologies within administrative environments.
Background: From OpenAI Models to Domestic LLMs
In 2025, the GENNAI platform introduced large language models developed by the U.S. company OpenAI (ChatGPT-based models), marking the beginning of generative AI trials for Japanese government officials.
Building on those efforts, the latest call for domestically developed LLMs was launched to evaluate the potential of models specifically optimized for:
・Japanese language usage
・Government and administrative documentation
・Domestic data environments
Customer Cloud’s model was selected as one of the LLMs to be tested under this program.
Trial Deployment of Domestic LLMs
The selected domestic LLMs are scheduled to be introduced experimentally as the GENNAI platform expands to additional government ministries and agencies during fiscal year 2026.
These models will be evaluated across various government use cases, including:
・Conversational AI services for administrative staff
・AI-assisted government workflow applications
・Integration into task-specific administrative systems
The evaluation will assess:
・Practical usability in administrative work
・Safety and compliance
・Model performance and reliability
Based on the results and feedback from government officials, the Digital Agency may consider full-scale adoption of domestic AI models for government use in the future.
